WebWindows apps cannot be added to steam because of the way they set up the permissions of the Windows Apps folder. In the root of your OS drive, you can make yourself or any administrators the owner of this folder rather than Trusted Installer. It takes some playing around with, but I was able to do it (idk how it works with steam).
